40 Hours - Flexible schedule to meet department needs to include evenings and weekends Bargaining Unit Eligibility No Work Week 40 Hours Work Week-Other Information Special Instructions to Applicants Position Introduction Founded in 1967, McHenry County College ( MCC ) serves the seventh fastest growing county in Illinois, providing educational and training opportunities and special events for approximately 30,000 participants annually. The College serves approximately 7,000 students annually and employs approximately 750 full and part time faculty and staff. MCC is seeking a full-time candidate who will support students, faculty, staff, and campus visitors by monitoring activity on campus for the purpose of ensuring a safe educational and work environment and helping us achieve our mission - Our Focus is Learning. Student Success is our Goal. Provide and maintain campus public safety at McHenry County College Campus. Position Summary Serve as the Chief of Police for the College. Responsible for overseeing all public safety, police and emergency management services, and proactively providing 24/7 security of College buildings and grounds, providing a safe environment for the College community, and enforcing all laws and applicable College policies and procedures Reports to President Essential Functions and Responsibilities --- Serve as Chief of the College Police Department
--- Manages and commands the daily operations McHenry County College Police Department to ensure consistency in accordance with policies established by the Board of Trustees, and in accordance with the laws of the State of Illinois
--- Oversees all public safety and emergency management functions of the College
--- Provides leadership for and ensures that Campus Police policies, procedures, practices, services, and programs are appropriate and responsive to the College community
--- Establishes department goals and objectives consistent with the College's Strategic Plan and mission
--- Serves as the Chief of College's designated Emergency Management Team
--- Plans, prepares, and disseminates appropriate Emergency Operations Plans consistent with the National Response Plan ( NRP ) and National Incident Management System ( NIMS )
--- Ensures the College Police Department complies with all local, state and federal reporting requirements, including Jean Clery, Uniform Crime Reporting, IDOT , and Annual Security reports
--- Develops and manages an effective proactive crime prevention program for the campus
--- Manage the training of all police and public safety staff, as required
--- Partner and liaison with local, state, federal, and county police, and other relevant groups on public safety issues
--- Communicate public safety initiatives and directives to the campus community; work collaboratively with others (e.g. colleagues, stakeholders, vendors) to accomplish functions and responsibilities; and establish and maintain a spirit of cooperation with other leadership entities in the College
--- Establish and maintain memorandums of understanding with local, state, and county police departments. Develop intergovernmental agreements and procedures to implement Mutual Aid and service agreements so the College has adequate services to respond to emergencies
--- Co-Chair for the Threat Assessment Team and serve as the leader of the College Incident Management Team
--- Maintain and direct the maintenance of official public safety departmental files, including all law enforcement databases, training, and background files
--- Develop, implement, and disseminate written procedures and provide guidance in Crisis Management, in conjunction with community resources and the Director of Crisis Prevention and Intervention Services
--- Prepare and administer department budgets
--- Enforce laws and court orders (e.g. Orders of Protection)
--- Attend professional development opportunities to remain current with advancements and developments in public safety and emergency management
--- Work collaboratively with others (e.g. colleagues, stakeholders, vendors) to accomplish functions and responsibilities
--- Assume additional duties as assigned by immediate supervisor Required Education Bachelor's Degree from a regionally accredited institution Other Required Qualifications --- Bachelor's Degree from a regionally accredited institution with emphasis in Criminal Justice, Organizational Leadership, Business Management, Law or equivalent
--- Ten years related experience in law enforcement or public safety
--- Five years of leadership experience directly managing employees
--- Appropriate certification(s) as required by the Illinois Law Enforcement Training and Standards Board
--- Graduate of Command College or FBI National Academy
--- Possess a thorough knowledge of safety and law enforcement practices and procedures and have previous law enforcement experience in a supervisory position
--- Must possess a valid DL and FOID Card
--- First Aid, CPR AED Certified Desired Qualifications --- Master's in Criminal Justice, Organizational Leadership or Juris Doctor Degree from a regionally accredited institution
--- Management experience with employees in a union environment
--- Community college, university, or public school experience
--- National Incident Management Level 300/400 Emergency Training Skills and Specifications --- Firearms proficiency and ability to qualify with a weapon at least twice per year
--- Ability to maintain certification by the Illinois Local Governmental Law Enforcement Officer's Training Board
--- Ability to acquire and maintain various access levels to LEADS
--- Proficient in Microsoft Office Suite and internet
--- Ability to work with confidential information and/or data, maintain discretion
--- Ability to grow with technology and philosophical directions implemented by the College
--- Ability to get results within a team environment and to develop productive working relationships at all levels of the organization
--- Responsible, honest, thorough, and possess strong organizational and leadership skills
--- Ability to maintain effective working relationships
--- Ability to oversee, plan, and implement major programs and services for the organization
--- Ability to regularly make decisions that could lead to major community or organizational consequences if the incumbent fails to make the appropriate decision at the time
